Briggs and Stratton Intek 407777-0121-E1 12 Broken Govenor 20HP

Hello all. I have a Craftsman 917272140 Tractor with a broken Governor. Engine Code 990501YG I bought a new one. part no 793338 Governor Gear. And also I ordered a washer. Part number 799772. This new washer has a tab on it. The old one did not. Not sure how to install it. Do I mount it with the tab up? Or down? Also ordered a new Governor spring. Part number 790034. Thank you.
