HELLOOOOOOOOOOOOOOOOOOOOOOOOO, Thanks for ANY help.
I have a 5 year old, MTD inexpensive (cheap) lawnmower. It has been SURGING, then SLOWING, then SURGING, then SLOWING, etc. for months. It also comes VERY close to STALLING, while SURGING and SLOWING. If I tilt the mower and raise the motor, it recovers and does not stall. Also, if I mow on the SLIGHTEST hill / slanted lawn, it is ready to stall. It also wants to stall the second I begin to push/move it.
If just sitting still on a level surface, it will sit SURGING and SLOWING until it eventually stalls.
I just replaced the GASKET and DIAPHRAM and THOROUGHLYYYYYYYY cleaned the carburetor. DIDN'T HELP WHATSOEVER.
Anyone have ANY other thoughts ?
(Also, does anyone know of a www site having a schematic of this engine and the carburetor springs / limkage ?)

What you are describing is dirt in the carburetor. Yes you said that cleaned the carburetor but you have missed something. This is a low speed jet that is pluged or a low speed adjustment.
I would add that if you need to clean the carb again make sure you clean the fuel tank. And your gas container.

I will add on this a new fuel filter and if there isn't one install a fuel line filter. Cheap insurance.

Not got fuel lines or fuel filter. if you have replaced the diaphragm/gasket set then more likely its drawing air instead of fuel.
Check the manifold for cracks, and try replacing the o-ring on the carb.
Also could be not setting the gov springs up correctly.
You should have 2 springs.
