is this usually a fuel pump problem or the carb. model 402707 type 1240-01 the pump is mounted on the carb on this model, anyone had this problem and what is the fix

most likely cause is the float valve isn't sealing properly allowing fuel to overflow the carb, and drain into the cylinders, and into the crankcase. you will need to remove clean and install a carb kit to fix the problem. The kit for this engine comes with the parts to repair the fuel pump, so either way you should take care of the issue.
thanks ilengine i installed a carb and pump kit and seems to have taken care of the problem. didnt no which kit to buy but like you said the carb kit came with the parts for the pump also.
