Briggs 20 HP OHV Not Charging Battery

I checked to see if the alternator/stator was out putting any voltage and it was not. Just to make sure I was testing it right I tried on another mower and it was working.

So I installed another alternator/stator from a junk engine and still nothing. Lastly I tried the flywheel from the junk engine and it out puts 4 volts at full throttle. Which is not nearly enough.

Really not sure what else to try. All magnets are intact and I don't see any damage.

The other alternator was bad also. Found a good one finally and it's now charging.
