Briggs 16 hp problem

Was cutting grass with this John Deere LT166 lawn tractor & engine started to be loosing power . Bogging down. Checked air cleaner, checked plugs all good. Replaced fuel filter ; helped a bunch but throttle up to full throttle it will run fine for about 30 seconds to a minute then it acts like you are putting a load on the engine for a couple of seconds & then runs fine for a few then starts bogging . Its acting like its starving periodically for fuel. Changed the fuel lines from filter to fuel pump & carb. Fuel line from tank flows fine when disconnected ;so shouldn't be no problem there. Also sometimes when a quick throttle up from idle to full throttle the engine will just starve itself & quit running,but will start right back up when you restart it. Also the fuel filter seems like it is only partially filled with fuel even when running. Is the Fuel pump going bad?

My mother used to say"If the car will not start don't change the engine" Carburetor is going to be dirty. It is the most common problem on this forum.

Might help when asking an engine question to post the make and model of the engine. IF B&S, there are a bunch of 16 hps.

It ended up being the fuel pump.
