To determine if the starter pinion gear will travel up its shaft as designed to engage the ring gear, remove the starter and using jumper cables momentarily touch the + to the starter terminal and the - to the starter case.
EDIT: You can probably test using jumper cables from the battery with the starter still mounted. The last one I did the pinion gear was stuck and new parts in that area were required.
