Briggs 1100 snow series

Hello all, new to form. I bought this snowblower with a Briggs 1100 snow series we’re The other owner could not get spark, the whole issue was the little key/safety plastic key that was missing. He remove the gas tank, all the governor linkage and the starter shroud to get to the coil to remove the wire. Well I have put the wire back and I bought new spring for the governor as they were all jacked up and not even connected to the governor. It’s a reassemble everything now, The engine runs it full throttle, I can slow the engine down if I push the governor the engine will idle down but once I let go it’s full speed ahead. The little spring that attaches to the lower part of the governor arm does not show up on my engine parts list but I’ve tried one anyway, and no difference any help would be great thanks

You may need to do a static governor adjustment.

Darn, Rivets we bump heads hopefully you are okay. I know I got an awful hard head.
