where is breather reed valve located on b&s 21 hp platimun? is it under the flywheel?

Yes under the flywheel, hope these diagrams help ...... look at diagram 8 ( the breather ) then look up at diagram 1 .. it sits between the cylinders at about 6:00 o clock position ..........
