My recently purchased Murrey 16hp 46" cut has no brakes. Is there a way to adjust the brakes

There should be a flat medal lever toward the bottom left or right side of the transmission that has 1/2 inch nut that can be tightened to adjust the brakes.

If the metal lever doesn't do the trick, it may need new pads in the brake mechanism.
