Bolens 16 hp pto briggs & stratton ohv pto just started running all the time can someone help switch works if you get off seat it dies

post complete model number from under seat, you may need to adjust PTO clutch air gap 3 places, disconnect spark plug wires for Safety first

To avoid shorts to ground, most PTO's are double insulated so the power wire is always connected and the PTO switch works on the ground side.
If that wire should short anywhere the PTO will engage.
The seat switch is also a ground switch
