Blades wont engage

I have a 2010 Hustler SuperZ 31 hp 60'' cut. Getting power to the clutch. Replaced clutch, pto switch checked all the fuses and relays and safety switches. Blades still wont engage. Any ideas?

Check air gap at PTO clutch for adjustment, for safety remove ground cable from battery first & make sure key is removed from ignition switch.
