Last fall I purchased a Toro 20107, after the mowing season. The seller told me he had emptied the fuel.
So! Here it is spring and I'm preparing for my first mow. What should I use for fuel? Is it a mix? Do I need to do anything else besides that and check the oil? What oil should I use?

Gas like you put in your car. Oil for you engine. The manual calls for 30w-HD (30 weight, high detergent) oil. The engine will take between 1/2 and 1 quart.
