bachtold belt adjustment

How is the adjustment made for a new belt on an old Bachtold mower. I have the right part # belt but it is way too tight when I put it on. I can't engage the belt lever all the way forward

I am assuming this is the type where the lever moves the head forward to engage the blade belt. If so there should be a square headed set screw on the pipe that the tension arm is attached to toward the head that you loosen and then slide it along the smaller inner pipe to set the tension.
