This horizontal shaft locks up after 6+ pulls on the recoil starter.
The oil level and starter is good.
With the shroud off the flywheel can be turned backwards then will turn

Sounds like it is flooding.Do you get a spray of gas if you remove the spark plug and pull the cord?

It wasn't getting any gas at all, just the carb spray I put in. Pulled it 12x with plug out. It didn't jam. No fuel coming out.

Tried some carb spray again and got it running. Too much the first time I guess.
