Air Filter on Toro Mower

What is the black plastic "tool" that is snapped in behind the air filter?
Maybe its a coincidence, but when the mower didnt start, I used it to keep the carb air flap open, and the mower started.

I'll try.
Do many Toro mowers with Kohler engines comes with removable plastic snap-in pieces directly behind the air filter?

The part I speak of fits right in the empty (diagonal) space seen in the photo I attached to this post.

Nothing goes there, it is the breather passage inside the air cleaner body. Sounds like your paper filter has gotten wet with water, gas or oil, decreasing air flow.

Here is a different photo.
It quite clearly shows a plastic tool-like object, that is most certainly made to be removed, that covers the air intake, and snaps into its compartment on a diagonal.
I would like to know what it is there for.

That's not a tool it is a part. It helps control the air flow.

It's made to be removed with bare hands.
What purpose would this serve? Why would one want to do this?

Clean under. It connects to the "PCV" or "engine breather" which can sometimes get oil in there.
