Look at items in group 47, there is a 3rd long narrow/thin spring at the throttle rod. That one is easy to miss. It is usually used to control a surging idle problem by keeping the throttle plate steady.
Instead of selling just the spring, the now sell a "parts kit".
A video that may help was recently by Taryl Fixes All and he showed how these Toro Recycler engines control the throttle and choke automatically along with adjustments. They are a bit of a complex headache
