5hp engine rpm speed

I have a 5hp Briggs on a MTD rear engine rider with a 26inch deck. The cover says 5hp at 3000 rpm, I measured with a tachometer and the motor is only running at 1500 rpm with full throttle. What do i adjust to get the engine rpm higher.

Double check that tach reading. 1500 rpm is about where engine should be at idle.

I checked again 1500-1600 is what it constantly reads. When I idle down it goes to 700-900.

How does it sound compared to other 3600 rpm engines?

I, too, doubt the tach reading.

Make sure the tach is set up correctly or you are looking at the correct scale. If the tach is set to the 180 setting you will get half speed reading. Should be set to 360. So what you are seeing could actually be 3000 and 1800.
