Runs fairly good, it's almost like the throttle doesn't do anything,
But I I can adjust the choke and it varys the speed.to rev the engine up or down.
Been through the carb, pulled out the jets and cleaned them, float was hanging good, no tears or rips in the gaskets.
Have you set the Static Governor setting? I can send you a Service Manual for your engine IF you like, address below, put in proper format and remind me engine model number and what you want.
