Does it roll away on a slope with the parking brake on ?
If not then the neutral position needs to be adjusted, not the brake .
However the brakes are standard car type drum brakes with an adjuster behind a plug at bottom rear of the backing plate
Wind it up till the wheel locks then back off 3 clicks.
