2nd switch

I would like to install a safety on/off switch so it would have to be set to be able to start and run mower
Don't want unauthorized operators to see it.

Well you could put in a fuel shutoff, or an electrical one.

If there is a key hook it up to the wire going to the ground... Otherwise hook it to the negative on the battery wire some where

You can buy from most auto parts stores a heavy duty on and off switch that go's into the battery cable.

...or install a remote toggle switch off the "hot" lead to the ignition switch. Could hide it wherever you wanted.
