2001 Dixon 4515B drive belt replacement

I had a belt brake and I purchased a new one. I am having trouble getting the new belt on the pulleys. Any one have any advise how to put the belt on?

I have a lot of elderly customers who do not have the strength to pull the tensioning spring far enough to get the belt on.
Some tensioning arms have a square hole in them to take a breaker bar so you can get leverage to stretch the spring.
The trick my customers use is to hook a ratchet tie down onto the tensioning arm then use the ratchet to stretch the spring
