1993 Walker MD listless

I just bought a used Walker Mower which has almost no forward power on any incline, with or without the cutting blades involved. Top speed without blades, full throttle, on the driveway is about 6mph. There is a slight incline and no distinguishable reduction in speed. What can I do to get power back?

Ok first you say no power going up hill then you say you don't lose speed going up hill. So I read it wrong or you wrote it wrong
