Hi,
My mower has started to roll the throttle when not under load, I can see that the regulator is constantly trying to adjust.
When applying a small amount of choke it stops doing it, but then it’s running unevenly.
What could it be?

rolling throttle meaning surging up and down. If the surging stops under load that in most cases means that the carb has some dirt or other issues on the idle circuit and will need removed and cleaned.

No the idle circuit is just the name of a specifc function of the carb that supplies fuel to the engine while at idle and also no load full throttle. Remove the carb and do a thorough cleaning of the carb and any passages that you can access easily and blow carb cleaner through everything that you can. And then install a carb repair kit with the new float valve and gaskets.
