Free labour time doesn't work like that in the lower Eastern states of Australia. It's all about the money.
I was recently told by an authorised Briggs and Stratton dealership in my location that it would cost me $120 per hour to talk to their shop mechanic (now called a Briggs and Stratton engineer), if i wanted to discuss anything with him in person.

What kind of current generation 12HP Honda engine would fit the sump bolt pattern and oil filler dimensions of the Briggs and Stratton 12HP engine i have previously described?

Well I am in the Eastern seaboard & I charge out at $ 60.00/ hr including shop consumables ( grease , clips , cable ties etc ).
Big John up the road charges $ 90 / hr and also includes consumables.
The Stihl shop charges $ 110 / hr
The Glass fronts charge $ 120/ hr and add consumables to the bill supposedly because the computer need to know when to reorder.
The MTD shop I was told charges $ 150/ hr but he is an a---hole so I buy my MTD parts directly from the States retail at 70% of his "discounted" price and the freight from the USA is cheaper than the freight I get charged from Melbourne.
You need to go to a real mower repair shop, one with a dozen used mowers on the foot path for sale and 1/2 dozen used ride ons parked in the street.
A timber floor, oil drenched with a corridor to the spare counter between the two rows of new mowers and prefferably with mar at the counter and par in the workshop.
They are there, hundreds of them .
Forget any shop with a retail franchise name on the front window ( All Power- Allmowers - GYC, etc, etc.), smiling glamour girlies in short skirts & high heels and a massive showroom you can drive a 10 ton truck into. They are only there to flog new mowers and in most cases are not allowed to keep any old parts or equipment.
Try the phone book and look for a shop with the owners name on it " Bert's Mobile , Big John, Discount Dave et etc etc.
