I was given a HST to test in a older riding mower as the HST in the mower is currently "locked up tight."

Going into this blind- per say- but, not exactly. As a gearheaded geek I've worked with and rebuilt several types of engines and a few trannies in my life. You can usually look at a case and see how its going to be disassembled.....

I'm wondering - fully admitting I have not searched - in a plan to drain and crack it open to look and see inside it; is spare ATF a safe temp lube fluid to put in one of these when re-assembled to just keep fluid in it until i try to install and test it on the mower? (when the ATF would be drained and proper fluid filled to what the manual directs)

What do you mean by "locked up tight"
Usually if the wheels will not turn it is because the brake is locked on
Do the wheels turn when they are clear of the ground ?
The brake is on the layshaft so when locked on the wheels will turn opposite directions.
Can you turn the input shaft ?

All mower hydros run engine oil usually 20w50 synthetic .
