Honda HRR216 3TDA GCV 160 engine RPMs Too High

Serial MZCG-7304445 Honda GCV 160 engine

Replaced with a new OEM carburetor and gaskets.
Reworked / cleaned drive axles, drive pulley and belt to restore self propel function and free up rear wheels in reverse.

But now my RPMs are way too high. Throttle cable adjustment at control handle does not seem to drop engine rpms at all.

Can governor be adjusted downward to drop RPMs? I see how it is raised but how is it lowered?
This baby is "screaming" and choking the engine is only way for me to lessen rpms.

Thanks for any input and suggestions.

Believe I have my problem sorted out by governor adjustment to lower rpms.

Now throttle cable is responsive. Sounded like a Japanese sport bike approaching red line before that! !
