Air filter soak with oil

i have a 18hp twin engine Model:422437-0721-01 and i pull oil up the breather assembly no. 1.....i replace that assembly, put new ring in cylinder 1 and had the cylinder check at a repair shop and i is not losing air pressure....can anyone help with this problem
