My wife was riding the mower and the engine shut off shortly after she started it and was underway. the 20 amp fuse is blown and new ones do the same immediately upon insertion. Causes anyone?

Exactly when does it blow.
When just turned on ?
When trying to crank ?
When trying to engage the blades ?
makes a difference.
Some where you have a dead short

this is a tough one. It blows with the key in the OFF position and as you insert the fuse into the holder, it arcs right away as if there is a load connected.

You got a dead short.
Most likely in the ignition switch or the wires at the back of it.
Tie a rope to the rafters and hang by your ankles so you can get your hands behind the ignition switch and remove the plug .

Good chance you will find the wires chewed through by a mouse with a very poor diet.
