super bronco mower flooded with water

i left my mower in a low area of the yard and the area got flash flooded. The water flooded half way up the lawn mower, just below the seat.
after it dry out for a couple of days, it would not start, but makes the eeee noise. the battery is still good, as the water did not touch the terminals.
I took out the air filter and there were water coming out of the lower opening. Is there anyway to salvage the lawn mower?

More information about the mower would be helpful -

Is the engine actually turning over with the starter or just the noise you described ?

It may be that the starter was under water and the solenoid that engages the starter needs to be either dried or replaced.

Where is the gas tank and was it under water ?

Have you allowed everything to dry or used a leaf blower or something similar to dry everything that is exposed ?
