SAFETY SHUT-OFF

We just replaced the S.E. brake bracket on our 6.5hp (Tecumseh engine) Toro Personal Pace 22" self-propelled mower. A local service repair location told us this was our problem. Wrong! Any idea what our next step would be. Could it be a bad cable?

What is the mower doing. Won't start, won't shut off, what. I apolgize if this seems short fused, Just a lot of people that don't give enough information for the experts to know what it going on. Several in the last week, that ask a question like "I have a problem with my mower, what's wrong with it." No engine information, no what kind of mower it is, etc.
