What causes my troybuilt horse to jerk/jump while going downhill, also the mower moves faster in reverse than in foward, and the pedal is hard to press to go foward.

I have a snapper with a 11hp B&S engine that runs full throttle, My father-in -law was using it one day and it just started running full throttle. I think something failed inside the crankcase.
