I installed a new fuel filter and see it only half fills with the fuel tank cap on or off. Is that normal? All others I have used have been non-see thru'. Thumb shows fuel level. Thanks, Jerald

Motor runs fine but will not engage governor on hills, almost dies. Throttle has little rpm variation from low to high and lever will not go up, into "choke area" of gauge on dash. I replaced the spark plug and fuel filter, cleaned carb but did not rebuild and set governor to; CCW to stop...
