NO. The governor needs to be in place to both control engine speed based on load and to also prevent overspeed. I suspect that your engine is running on one cylinder only, which for most people is hard to detect.

Big difference between a GX and the GC/GCV listed in the OP. And as previously said could be a lean run issue that is causing the backfire, or could be a sticky intake valve hanging up momentarily, or could even be something has occurred resulting in a partially sheared flywheel key.

696854 standard yellow filter they have been using for years. That is for the dry sump engine that can operate at 45 degree angles. Has an external 5 quard capacity tank.

If the carb is a Nikki or Mukuni carb they are NOT Phillips head screws they are JIS screws. Indicated by a little dot next to the X shape.

Either you have a bad wire connector, most commonly at the battery, but could be were the ground wire connects to the frame, or the battery is quesionable. Something is causing the battery voltage to drop below the level it needs to keep the starter solenoid engaged.
