toro rear wheel self propelled, model 20332 wheels will not turn when mounted, when off the gears turn fine. I just bought new wheels, also i lubed everything, thrust washers are in place. the washer is on the wheel cover.

replaced carb, flushed fuel tank, also added a fuel filter, new spark plug, has good spark, removed muffler and soaked it, removed flywheel cup and key is straight. and added fresh fuel no ethanol. and it will not start
