    It is spring loaded and is meant to move under centrifugal force, unless it is stuck. A commonly used decompressor mechanism, causing a common problem.

    From basic principles: Starter should have 2 connections to it. Big one on the starter body to the battery. Smaller one on the solenoid to your push button switch. Photo of starter connections will help, if I got this wrong.

    That's an 8 thou feeler gauge, not 80. Maybe pull the piston and check for broken rings, and put new ones in even if not broken? The rings might just be stuck in the piston grooves. The engine looks tired, but should still be a runner.

    Unless you can source a wiring diagram for the electrics and source the missing bits I'd give this one a miss as a hopeless case. Owner might want to hear why you don't want to tackle it, or if he insists, how much it is going to cost to rewire everything. And fix whatever else you find wrong.
