Is this a dirty carb situation or are their other underlying issues? Either way what all should I do to try to get it running again. I also have a Homelite that is doing the same thing.

I just bought it thinking it needed just the carb cleaned but it continues to bounce the throttle (arm). It also seems to run smoother once you pull the choke lever in a little and hold it there. What would be other things/signs to look for as this mower was used sparingly but I think he kept...
