I have a Troy Bilt mower with a GVC160 Honda. It surges when not under any load but runs normal when cutting grass under load. I cleaned the carb thoroughly and rpm is between 3000-3100. I thought the problem was solved once the carb was cleaned but to no avail. Any suggestions as to what else...
