Tecumseh TVS90 (Model 43732R) — Won't Start, Gasoline Spraying from Exhaust

Thanks for the detailed writeup! I found a part online (see attached photo) — it looks like it includes a full carburetor assembly along with gaskets, mounting bolts, and an intake gasket/collar, rather than just a needle-and-seat kit. Would this be a suitable substitute for the needle-and-seat...

Starting fluid spraying back out of air filter

Thanks for narrowing this down! If it does turn out to be the cam lobes shifted on the shaft, what would be involved in confirming and fixing that? I removed...

Starting fluid spraying back out of air filter

Thanks, that's really helpful! For context, I already had the valve cover off and noticed both rocker arms have some play, with the top one noticeably looser than the bottom one - not sure if that points to one of these three causes. Here's a video of me pulling the starter cord with the cover...

I have a Toro 21472 that won't start. I tested it by spraying starting fluid into the air filter. When I pull the starter cord, the starting fluid sprays back out of the air filter instead of being drawn in. What could be causing this, and how would I go about fixing it? Additional info...
