yes all rpms--i will check all gaskets again and clean the carb once more

new gaskets and while running sprayed carb cleaner around carb to check for air leaks --on the carb there are two brass tubes with holes --i made sure the holes were clear-is the end of the tube supposed to have a hole--also i placed the small jet on the left side of carb

new spark plugs cleaned carb twice clean gas(fresh)----still surging valve adjustment? any advise would help
