    The bearings are manufactured to be a Press/Interference fit. You don't want the Cup (outer) spinning in the Spindle and wrecking it. Check the bearings in the Idler pulleys.

    After checking all cable connections for clean and tight, Connect one Booster Cable to the Starter Terminal and then the other end of that cable to the (+) Battery Terminal. If it starts, you may have a Solenoid Problem. If it clicks, you may have a Starter problem.

    Strange that the deck will not lower less than 4". Are you measuring from the cutting edge of the blade? Is there an adjustment to that linkage? Park on a Level surface and adjust the Gauge Wheels equally so they are about 3/8" above the surface. Done.

    Make sure the NEW blades are installed correctly. Check the rotation direction and have cutting edge leading. Blades wear at the ends and yours may be just a bit short if they are old.

    I believe that Bolt should have always been there. A Shoulder type bolt on the ones I repaired. Good photos. I believe those Torrington bearings would last a long time and even if dirty would assist steering.

    You are on the right track. No need to file and hone blades nor sharpen until every last nick is removed. Check rack and sector of Steering assy.

    Good eye! Yes the belt is running much lower on the pulley in foreground. Left? Sometimes the shaft that holds the Idler wears and you have to give the strap a bend to align the belt.
