tecumseh hh60 leaking oil around governor shaft

A little oil weeping around the governor shaft is normal, a lot suggests a plugged breather or excessive blowby due to worn rings, valves etc. Sharpening the tines will be a challenge, they will be high quality spring steel.

    What's your experience with Kubota?

I used a BX2670 for three seasons until I was forced to move. It was a very well built machine and easy to operate. The loader was good for moving snow but not so much for landscaping, the machine didn't have the power or weight needed to pick up sand or soil. Too small for the job. Local dealer...

    Snapper 28” rear engine

I replaced a couple of blown 9hp on Snapper 28" mowers with 12s, those things would slay thick couch grass over a septic field. Are you trying to cut thick, damp grass? You need to mow frequently to successfully mulch, only take off the top third of the blade.

Gas straight into chamber...it starts & runs but then.......

Those are the reed valves, if they fail it won't run at all. The diapragm if it has one, I believe it does, is in the carburetor itself.

Gas straight into chamber...it starts & runs but then.......

You know it has compression and spark, only thing left is carburetor. What engine? If it has the English Tecumseh good luck finding a diaphragm kit for the Dellorto carb.

    Need some help w/Briggs engine...

104M02-022 is a good number. The inlet needle is not seating probably contaminated. Clean it and the tank, if that doesn't solve the problem replace the carburetor. They are not worth spending time on.

    A better brand than Briggs?

There are millions of Briggs engines out there that have given years of trouble free service. Certain series have given their fare share of grief but no reason to condemn the entire line. Other brands have their share too.

    Engine Rebuild Kit?

A bit of sideplay in the valve is normal and desireable, without it the valve will seize when the engine gets hot. Unless there is a ridge at the top of the cylinder cleanup and rings should buy some time otherwise a new engine is in order. A rebore is possible but cost prohibitive.

Trouble finding a small engine machine shop in Texas

The shops do not like to rebore aluminum cylinders and for good reason. It is time consuming and the operator needs to know what he is doing. Also make sure the shop follows the engine manufacturers specs, boring a small air cooled to automotive tolerances guarantees an early failure.
