Start by checking the oil smell. If it smells like gas it will get us started. When you post back make sure you include the units model and serial numbers, plus the Briggs model, type and code numbers.

Those model and serial numbers for a Timecutater don’t show up. Please look at the ID tag again. Toro uses a 5 digit model number, like 74755 and a 9 digit serial number like 316XXXXXX.

Sounds to me like the idle circuit is completely clogged. Main nozzle is acting like the idle port when choke is closed.

Totally disagree, I’ve been working on Personal Pace systems since they came out and I might have replaced 10 trannies. Landscapers buy them all the time and if the trannies were bad I would have seen them.

Probably was install with too much tension on the cable, causing the plastic piece to bend.

Need to replace the cable, as the plastic piece is part of the cable.

Sorry Hammer, but you’ll have to get steptoe to help you. He’s worked on cars, trucks, and heavy equipment, plus he knows how to balance an opposed cylinder engine with 4 carbs. This would mean he knows how both primary and secondary carbs need to work together when not getting fuel.
