2011 Troybilt Bronco, 42 " mower deck, Why are the deck blades engaged when the PTO isn't?

My Troybilt is 100 % and FMC, I replaced the deck belt, deck engage cable, and made some adjustments on the mower deck within the idler pulley and everything is working. Thank you for your help and input on this.

The deck belt broke and so I will replace and see what happens from there ?

I will recheck the belt routing and ensure all the components are in place ie the bracket belt guard( 2 ea # 54) for the idler pulleys (2 ea # 48) Thank you

The idler pulley for the drive underneath the engine deck. There are two idler pulleys between a bracket that has a rod that connects to the trans foot bypass pedal for the drive transmission. Or the deck engage cable is defective ?

I would have to go with the Idler pulley that was reinstalled that is not spinning as the reason why the PTO is engaged. More to follow once I know for sure.

I need to check the front idler pulley that may be the problem as that pulley is tight and does not spin. I will need to pull the plastic cap off the panel so I can access the nut on top and loosen that an d get that idler pulley to spin . I removed mower deck this afternoon and the mower works...

Mark, Item # 47 is there and not missing, perhaps the deck engage cable is unserviceable ? When I move the PTO lever there is not tension at all, No nothing is jamming it, Are both idler pulleys on the drive systems suppose to spin? You are referring to the spring loaded idler on the mower deck...
