Not common for pulley to be badly worn, but with unknown history??

Well used, could have worn pulleys wrong belt or worn out belt. Spring could definitely be part of the issue. Completely wrong or worn out components may make simple fixes......not simple

My fan is below the pulley on my x350. Not the same tranny as yours but it makes sense to have the fan right next to the housing to provide most cooling. Try reversing the pulley and fan and see if that helps with clearance issues.

I like your plan. The heavy spring mowing season is winding up and unless you get more rain than usual your mowing frequency should lessen.

Check the hydro unit. Make sure the belt is on the pulley. The slight rattle underneath could be the pulley on the hydro unit is loose due to worn splines or the C-clip has come off.

The OD of the bearing should have a slight press or interference fit. The ID of the bearing for the shaft is most important. If you find that the OD of the bearing is a bit loose thin metal shims will work.

You might need a "square" socket or a "star 8pt." socket to fit on that proper. They come in various sizes, you are better off going to a real hardware store or a real mower dealer, not big box.

Like what was said above, get some soil samples asap. Have you aerated at least every other year? Gypsum can help with compacted soil.

Here's a good pic from Homedepot.com. If you raise your guard approx. the distance shown in the pic and then measure the width at that point I think you will get a very close total width number.

Omg. Check flywheel key also if that's the issue the timing could be off. You could always pull plug and pour a small amount of gas, (tablespoon) into chamber and see if it starts right up. Then carb is likely clogged, dirty, simply worn out. Best of luck

My JD manual says 50 hours but when I read the service guidelines that Kawasaki recommends for their mower engines I changed it at the 8 hours that they recommend.

If the OP has an E100 then he has a basic mower with a CVT transmission. Like stated earlier it's meant to mow small flat yards. Doing Anything else is looking for trouble.
