My mower belt keeps coming off, replaced belt and still same problem. Handle that engages blades will not stay back (disengage), replaced cable still same problem

I have a MTD 38 inc rider. The belt keeps slipping off tried a new one and still having problem. Also handle that engages the blades will not stay back all the way, replaced the cable that is attached to handle and still the handle will not go all way back. Please help.
