What do you mean the valves are not loose? Did you actually check the clearances at TDC of power stroke? Checking and adjusting the valves needs to be done on a cold engine. 0.003–0.005 inches (0.08–0.13 mm) for the intake valve and 0.005–0.007 inches (0.13–0.18 mm) for the exhaust valve

I would check your valve lash settings. Briggs engines are usually .003-005" on intake valves. .005-.007" on Exhaust valves. If you aren't familiar with setting valves, there are a lot of good videos on youtube explaining this procedure.

Just my 2cents, that stud I believe holds the ignition coil in place, be careful that you don't break the housing on the motor that holds that stud. Best answer is dremel a slot in top of stud and try and break the set on the nut. Otherwise, I'd cut the nut off to preserve the stud mount.

Looking at the unused one, I would just pull straight up. There are no mechanical fasteners, it looks like it's a spring fit. Then push the new one down until it clicks into place.

Referring to your compression readings now, have you checked your valve clearances? Engine needs to be cool for checking and adjusting. .003"-.004" on intakes & exhaust.

I would check out private small engine repair places for a used bag assy. A lot of times, they'll toss the mower but keep the bags for resale if in reasonable condition.

Buy or make your own cork/neoprene gaskets, they will be reusable at least once if you don't overtighten the valve cover. I would use the 1/16"- 1/8" thick material. You can buy sheets of it at auto supply stores or probably Harbor Freight.
