Looks like that mower uses a Briggs engine. Actual model number info from the valve cover would narrow down the actual engine. But anyway need to remove the blower housing and unplug the wires that are connected to the ignition modules. If you have spark then the issue is either in the mower or the engine wiring harness. Since briggs uses a crosstalk diode system in the wires that go to the ignition modules, one of the diode going back can shut down both modules. So if you unplug the wire from just module and then have fire on both modules then most likely the issue is with the diode wiring harness.
