Seat safety switch replacement...

Check for continuity between the connector and frame ground as it sound a lost of ground.

It also it will start and run the brake/clutch pedal depress and PTO off.

Okay check for grounding of the kill wire it at the ignition coil; disconnect the wire to check; otherwise, you get a false reading cause by the coil. I believe you have single cylinder Briggs engine. IF present then the coil's kill circuit is bad in which the coil has to be replaced. It s rare but does happen. If not present then there is failure in the wiring or a safety switch. Use the schematic I provide to trace for the problem if this is the case. Just don't get hung up on the seat connector as it can be something else.

And does coils fail at any time and the answer is yes. I done three mower that lost coils shortly after repairs just this Summer. Most times they failed to operate. I just had two to fail three after I did a deck repair.
