This control panel and linkage is difficult to do correctly if you're new to it. I'm in over my head. It seemed simple when I took it off to clean the carburetor. Now I don't have throttle control. Something is wrong here.

I would ask on here or call Kawasaki and get a shop manual. Look online for a shop manual for your engine.
Next time take pictures of the linkage before messing with the carb.
Did you hook the throttle cable up to the governor/throttle spring slash linkage?
Take a picture showing how you reconnected it. Or even better link a video on here to youtube showing us your issues.

I think I forgot the spring from the governor arm to the control plate to pull the throttle cable. Now that I put it on, the governor surges and the idle will not smooth out. I have a shop manual, it's confusing to me. I'll have to reread and review what I have.
