Strange issue with briggs.

I have a briggs based self-propelled walk behind mower that when you start the engine it just goes putt......putt......putt......putt......putt for up to 15-20 seconds before it dies. I can start it up again and does the same bearly running thing. Throughly cleaned the carb twice and new plug and the flywheel key is in correct location. 95 psi compression.
 
Like start with the model, type and code from the engine so we can see which of the thousands of different engines that briggs produced of the years.

I have all ready pulled the tin while checking the flywheel key and blew out the area. The choke vane moves smoothly and activates the choke mechanism smoothly. Update:::: I pulled the air filter off and the engine sped up alot. There is a mist around the throat of the carb . I think the rings are shot.

Make sure you don't have gas in the oil, which can get drawn into the intake through the breather tube leading to a rich run issue from the escaping gas fumes.
